Trump backs proposals to significantly reduce immigration to the US

The legislation seeks to create a system based more on merit and skills than family ties.

PRESIDENT DONALD TRUMP has thrown his weight behind efforts to give English speakers priority for US residency cards and half the number of legal migrants admitted to the country.

Trump backed proposals that would reform the process of obtaining a US green card by introducing a points-based system favouring skilled anglophone workers.

Around one million immigrants are granted permanent residency each year, but the draft legislation – presented at the White House by Trump and two senators who crafted it – aims to cut that number by around 50%.

It would also put a cap on the number of refugees able to gain permanent residency at 50,000 a year.

Trump hailed what he described as “the most significant reform to our immigration system in half a century”.

The legislation has only a slim chance of passing in Congress, but gives the White House an opportunity to show Trump’s base supporters that he is trying to live up to his hardline promises.

‘Taking jobs from Americans’

Standing in the Roosevelt Room flanked by Senators Tom Cotton and David Perdue, Trump said that the United States had admitted too many low-skilled workers and claimed they were taking jobs from Americans.

This policy has placed pressure on American workers, taxpayers and community resources … it has not been fair to our people, to our citizens, to our workers.

He pointed to the benefits of a Canadian or Australian-style points-based system. He said:

This competitive application process will favour applicants who can speak English, financially support themselves and their families, and demonstrate skills that will contribute to our economy.

Trump said the new system, if approved, would “help ensure that newcomers to our wonderful country will be assimilated, will succeed and achieve the American dream,” while also protecting “struggling American families”.

Critics say that the proposals would actually result in falling wages, by slashing the number of migrants creating jobs.

The National Academy of Sciences studied two decades of data and found the impact of immigration on the wages of American-born workers to be “very small”.

The academy also concluded that “immigration has an overall positive impact on long-run economic growth in the US”, although first-generation immigrants do place more of a burden on state resources.

But Trump’s message is likely to resonate strongly with low-skilled white workers who have seen wages stagnate and believe their long-held cultural dominance is being eroded.

Trump has made tackling illegal immigration from Latin America a key plank of his politics.

He has promised to build a “wall” on America’s southern border with Mexico and tackle violent Hispanic gangs at home.

But the effort to curb legal immigration is unlikely to be universally welcomed by business leaders or within the Republican Party.

Cotton first introduced the proposals in February to the Senate, where they have been stalled ever since.

    @Tony Daly: Alot of countries speak english Never miss a chance to bring race into it . 400 Million speak English around the world and there are more than 50 English speaking countries, where English is either the official or the primary language. It is the third most common primary language in the world (behind Mandarin Chinese and Spanish).

    @Dave Murray: America doesn’t have a national language. Over 40% of the population speak Spanish, while I agree with the immigration based on merit I would also add Spanish as a language that helps one to qualify.

    America is free to do what it wants and I don’t care what they do, however IMO America has thrived from the intake of immigrants who came to America with nothing.
    I’ve lived for a few years in America and what always astounded me was the success and drive of people who’s parents or grandparents came to America unable to speak English, no skills and no money.
    Over half of Americans start ups are run by immigrants or children of immigrants.
    It’s a cultural melting pot which has its faults, but has pushed America to be at the fore front of science, technology, commerce, modern culture, military power, you name it.

    So he is going to ban Irish speakers – or at least make it more difficult for them, and the French and Germans not to mention the Welsh speaking Welsh as well…….. Oh no they are white – so does that get them extra points.

    The US of A has no official federal language and around 40 million speak Spanish so this is a way of introducing racial discrimination by the back door and favouring the While English Speaking society.

    A disgrace of a human being, trying to discriminate on race and creed, and a disgrace of a society that even considers allowing it.. even if it would help the case of the ENGLISH speaking Irish

    @Dave Murray: Well I was wondering about non white English speaking Muslims or people from Syria which were the target of the last attempted travel ban. I find it a dangerous policy to start to discriminate based upon labels.

    I also find the Irish and American approach to non English native speakers interesting. We produce some official documentation in Polish as well as Irish and English in recognition of the large Polish community we have here while Trump took down the Spanish White House web page and has not replaced it when I last looked. There were also attempts to remove Spanish forms (e.g. Driving Licence Application forms) despite some areas having a majority Spanish speaking community (Miami) and at total of around 35,000,000 Spanish speakers (a lot more then in our Irish Gaeltachts) and remember that there is no federal legal official language in the US of A unlike Ireland which has two so there is no legal basis for choosing to grant extra points for speaking English.

    Won’t pass… the US has no official language and any proposed law that’s based on the idea that it does has been rejected as discriminatory. It’s like these idiots aren’t familiar with the laws of the country they serve or something… More pandering to the so-called “base”, many of whom don’t seem to speak English as a first language themselves…

    @Lucy: Learning English is a requirement for the attainment of permanent residency, citizenship in the US already. A points-based system favoring certain attributes i.e. education, skills, criminal record would be legal. I’m skeptical it will pass, however, because the Republican party generally favors unrestrained immigration i.e. low wages. Apart from wage restraint, migration has a stimulatory effect on the property market; migrants means tenants and property constitutes an increasingly large proportion of wealth funds, pension funds. How Republicans respond to this will determine how they will fare in the 2018 mid-term elections.

    @Mártan Ó Conghaile:The act wont pass because it’s discriminatory against those not coming from English speaking countries, just wait until Google or Facebook needs a specific French only speaker for example, they’ll drag it through the courts for years.It’s not even very good at being discriminatory as it’s obvious that it’s meant to target Mexicans etc.. except that it’s targeting a socioeconomic group that usually have pretty good English.These are not border hoppers.. they’re looking to enter legally.

    They would also need to have the 1990 act repealed (Yeah, another Trump repeal and replace) needing eight Democratic senators to support the bill, as well as all Republicans. It’s already dead in the water and getting deader. The act itself has some good parts such as new workers not displacing native workers and not being able to access welfare but it’s a non starter anywhere but in Trumps mind… He’s just trying to rally his dwindling base…

    @gerry fallon: Generalisation much? I’m Irish and I’ve a green card, since moving State side I haven’t encountered any negativity about not being American.
