The former FG leader tendered his resignation in writing to President Michael D Higgins at Áras an Uachtaráin this evening.
In his final interview as Taoiseach, he said Government should have invested more in areas like housing in 2011.
He told The Journal today that making up his mind to step down was hard, but said he has had "no regrets" over the decision.

The President, aged 82, was admitted to St James’s Hospital last Thursday for precautionary tests after feeling unwell.
The Áras said today that President Higgins "thanked all of the staff at St James's Hospital for the care which he received" during his stay.
The President continued to carry out his constitutional duties while in hospital.
He is due to meet with Taoiseach Leo Varadkar for a pre-scheduled meeting tomorrow.
