‘Déanann an Stát infheistíocht i rud a chailltear sa mheánscoil ansin’: Na dúshláin do Ghaelscoileanna

CAOGA BLIAIN Ó shin, ní raibh ach líon beag scoileanna lán-Ghaeilge taobh amuigh den Ghaeltacht in Éirinn – deich gcinn ag an mbunleibhéal, agus cúig cinn díreach ag an meánleibhéal. Anois tá 150 Gaelscoil agus 44 Gaelcholáiste ar fud na 26 contae, agus tá an t-éileamh i bhfad níos airde ná líon na n-áiteanna atá ar fáil.
Léiríonn Bláthnaid ní Ghréacháin as Gaeloideachas, comhlacht náisiúnta ionadaíoch don oideachas trí mheán na Gaeilge, méadú seasta ar shuim tuismitheoirí le blianta beaga anuas. “Is é ceann de na dúshláin is mó atá againn an easpa scoileanna nua chun freastal ar an éileamh sin, agus ansin déileáil le díomá na dtuismitheoirí mar gheall nach bhfuair siad a rogha scoil,” a deir sí.
Ceapann Cormac McCashin ón bhForas Pátrúnachta, pátrún na nGaelscoileanna, go dtuigeann go leor tuismitheoirí anois an luach a bhaineann le hoideachas dátheangach. “Thosaigh daoine ag glacadh níos mó leis an smaoineamh de réir mar a d’oscail scoileanna nua agus nuair a chonaic siad comharsa nó siblín le páiste i nGaelscoil, agus nuair a chonaic siad an t-oideachas den scoth a bhí á fháil acu. Síleann roinnt tuismitheoirí nach n-oireann sé dóibh mar gheall ar an teanga, ach ní labhraíonn ach céatadán beag de dhaltaí Gaelscoileanna Gaeilge sa bhaile.”
Bhí comórtas oscailte maidir le bpátrúnacht i gceist le bunú bunscoileanna nua roimhe seo – próiseas a ndeirtear faoi go raibh tuismitheoirí faoi mhíbhuntáiste agus iad ag iarraidh oideachas a fháil trí Ghaeilge. Mar thoradh ar idirghabháil a rinne an coimisinéir teanga cuireadh cur chuige nua i láthair in 2019, rud a d’fhág gur tugadh tús áite do scoileanna lán-Ghaeilge i gceantair nach raibh Gaelscoil iontu. Mar gheall ar an laghdú tobann atá tuartha ar líon na ndaltaí scoile sna deich mbliana amach romhainn beidh beagán deiseanna chun scoileanna nua a oscailt sna bliana amach romhainn.
Tá bacainní suntasacha fós ar an iar-bhunoideachas trí Ghaeilge freisin, agus gan aon Ghaelcholáiste ann do go leor céimithe Gaelscoileanna le freastal air go háitiúil. Tugann McCashin le fios go bhfuil sé bhunscoil Ghaeilge i gceantar Thulach Mhór, ach nach bhfuil meánscoil Ghaeilge amháin fiú ann. “Tá an stát ag infheistiú i rud éigin agus tá an infheistíocht sin á cailleadh ansin ag an dara leibhéal,” a deir sé. “Tá na daltaí ag cailleadh na Gaeilge ar éirigh siad chomh líofa inti sa bhunscoil toisc nach bhfuil an rogha acu meánoideachas a fháil trí mheán na Gaeilge.”
Áitíonn tacadóirí go bhfuil an córas roghnúcháin do mheánscoileanna nua fós as a riocht maidir le hoideachas trí Ghaeilge. “Is córas ‘an chéad duine abhaile’ iad na comórtais phátrúnachta ina gcuirtear muid féin, mar rogha mhionlaigh, in iomaíocht dhíreach ó thaobh líonta leis an rogha Bhéarla,” a deir McCashin. “Conas ar féidir linn aon cheann de na comórtais sin a bhuachan?”
Admhaíonn Ní Ghréacháin go bhfuil bunú meánscoileanna “i bhfad níos casta ná bunú bunscoileanna”. Is “fíordhúshlán” é múinteoirí a fháil a bhfuil saineolas ábhair agus inniúlacht Ghaeilge acu, a deir sí.
Léiríonn an Roinn Oideachais go bhfuil tosca iomadúla ag baint leis an bpróiseas pátrúnachta. “Tá roghanna tuismitheora ó thuismitheoirí leanaí sna réimsí pleanála scoile lena mbaineann, mar aon le gnéithe eile amhail éagsúlacht an tsoláthair atá ar fáil faoi láthair sna réimsí sin (lena n-áirítear soláthar trí Ghaeilge) ríthábhachtach do chinntí maidir le toradh an phróisis,” a dúirt urlabhraí.

Cur chuige amháin atá á leanúint ag an Roinn ná aonaid Ghaeilge a bhunú laistigh d’iar-bhunscoileanna Béarla. Feidhmíonn an t-aonad faoin mbord bainistíochta céanna agus faoin uimhir rolla céanna leis an scoil ina n-óstáiltear iad. Dúirt urlabhraí de chuid na Roinne go “bhféadfadh aonad a bheith oiriúnach i gcúinsí áirithe”.
Deir Ní Ghréacháin, áfach, go bhfuil an cur chuige sin i bhfad ó bheith foirfe. “Tá córas na n-aonad anois ina shamhail réamhshocraithe soláthair, ach ní sholáthraíonn siad an t-eispéireas tumoideachais iomlán do scoláirí. Tá féiniúlacht agus éiteas níos láidre ag cuid acu ná a chéile toisc go bhfuil a bhfoirgneamh féin acu ar shiúl ón gcuid Bhéarla, mar shampla, gan teagmháil ná cur isteach ar bith ó thaobh theanga na cumarsáide nó an teagaisc de. Ar an drochuair, ní mar sin atá sé de ghnáth.
“Ba cheart go mbeadh scoileanna a leanann clár tumoideachais ina scoileanna neamhspleácha lena bpátrún agus lena mbord bainistíochta féin. Níl treochlár ar bith againn ón Roinn maidir le conas a dhéanfar scoil neamhspleách déanta de na scoileanna sin, agus ba cheart go mbeadh an aidhm sin mar an aidhm dheiridh.”
Cuireann na tacadóirí an córas anseo i gcomparáid le háiteanna amhail an Bhreatain Bheag, a bhfuil spriocanna uaillmhianacha socraithe acu don oideachas amach anseo tríd an mBreatnais. Deir McCashin go raibh níos mó gaelscoileanna ná scoileanna Breatnaise ann go luath sna 1980í, ach go bhfuil soláthar i bhfad níos láidre ag an mBreatain Bheag anois. “Tá an tacaíocht do scoileanna ansin bunaithe ar an reachtaíocht agus ní ar bhéalghrá amháin,” a deir sé. “Níl mé ábalta coinneáil suas le cá mhéad uair a bhí orm a rá le tuismitheoirí, ‘Tá an ceart agat chun oideachas a fháil do do leanbh, ach ní ceart agat oideachas a fháil trí mheán na Gaeilge’.”
Thug roinnt scoileanna sa Bhreatain Bheag droim láimhe leis an mBéarla mar theanga theagaisc freisin – agus ba mhaith le tacadóirí go ndéanfaí an rud céanna in Éirinn. D’aistrigh Sráid Synge i mBaile Átha Cliath 8 ó Bhéarla go Gaeilge in 2017, agus tá súil ag Gealoideachas daoine eile a spreagadh chun an t-athrú sin a dhéanamh sna blianta amach romhainn.. “Is bealach níos éasca é ná scoil nua a bhunú, go háirithe i gceantair nach dteastaíonn tuilleadh scoileanna uathu,” a deir Ní Ghréacháin. “Chuamar go dtí an Bhreatain Bheag lena fheiceáil conas atá sé sin á bhainistiú acu, agus cad is féidir linn a fhoghlaim uathu.”
Deir McCashin gur gnách go mbíonn tuiscint níos fearr ag rialtais i dtíortha Eorpacha eile ar na buntáistí a bhaineann leis an dátheangachas agus leis an ilteangachas. “Is iad na háiteanna ina bhfuiltear ag éirí go geal leo na háiteanna ina bhfuil an tumoideachas agus teagasc mionteanga i gcás go ndéanann an stát beart de réir a bhriathair, mar a déarfá. Dúirt urlabhraí de chuid na roinne gur cuireadh grúpa oibre ar bun chun polasaí nua do scoileanna lán-Ghaeilge taobh amuigh den Ghaeltacht a chur chun cinn. Dúirt an t-urlabhraí go gcuirfeadh an polasaí bonn eolais faoi chomhairliúchán poiblí chomh maith le hathbhreithniú a dhéanamh ar an litríocht náisiúnta agus idirnáisiúnta ar oideachas mionteangacha.
Ach tá an cheist faoi conas a thabhairt ar leanaí Gaeilge a labhairt taobh amuigh den seomra ranga fós faoi dhá cheann na meá. “Níl ach méid áirithe is féidir le scoileanna a dhéanamh,” a deir Ní Ghréacháin. “Ní mór deiseanna a bheith ag leanaí leis na rudaí is maith leo a dhéanamh trí Ghaeilge, bíodh sé le clubanna nó bealaí sóisialta eile. Tá a fhios againn go stoptar den Ghaeilge i measc daltaí i nGaelscoileanna go minic a luaithe a théann siad thar gheata na scoile. Cad a dhéanaimid chun go mbeidh daoine ag iarraidh bualadh le chéile agus bheith ag labhairt i nGaeilge? Teastaíonn uainn go mbeadh sé ina rogha nádúrtha do dhaoine seachas rud a fhorfheidhmíonn scoil nó córas.”
