Patient advocates among new board members of the HSE

The board will be appointed on an administrative basis until legislation has passed.

CEO OF CHILDREN’S charity Barnardos Fergus Finlay and two patient advocates are among eight new people appointed to the board of the HSE.

Other appointees include Aogán Ó Fearghail – a former president of the GAA – and Tim Hynes, Group Chief Information Officer with AIB. 

The board will be appointed on an administrative basis until legislation has passed. 

Mark Molloy and Dr Sarah McLaughlin are patient advocates, and have been included in the board following a recommendation made by Dr Gabriel Scally in the report on the CervicalCheck controversy. 

Molloy is a quantity surveyor, a member of the Expert Group on Tort Reform and Management of Clinical Negligence Claims and a patient advocate.

McLoughlin is a science and communication office at Retina International and a patient advocate. 

Speaking today, Health Minister Simon Harris said the board members had been chosen for “excellence and leadership in their fields”. 

“The new board will play a crucial role in reform of our health service as we implement Sláintecare,” he said. 

“We have also fulfilled a key recommendation from Dr Gabriel Scally’s report by ensuring the Board will have members with patient advocacy experience and expertise,” Harris said. 

This will ensure the patient’s voice is embedded in the reform of our health service and patient concerns are at the heart of the key decisions taken.

The full list of the new board members is:

  • Fergus Finlay, former CEO of Barnardos
  • Tim Hynes
  • Prof Deirdre Madden, professor of law at UCC and chair of the Commission on Patient Safety and Quality Assurance. Dr Madden will be appointed Deputy Chair of the HSE Board
  • Dr Sarah McLoughlin
  • Mark Molloy
  • Aogán Ó Fearghail
  • Fiona Ross, chair of CIE and Mental Health Ireland
  • Dr Yvonne Traynor, vice president of Regulatory & Scientific Affairs with the Kerry Group

    @daveyt: it’s quite typical of hse standard actually, and then they’ll impliment a battery of “changes” without any consultation from the front line staff who will actually have to carry them out…more often than not they are actively obstructive. I worked in a clinic last year, brand new million euro building absolutely not fit for purpose, designed more like an office or community center. Endless problems, still causing endless problems and it’s not even entirely finished yet! At no point in it’s construction were any healthcare workers consulted on what was needed. So remember people, next time you gripe about nurse and consultant pay, staff shortages, inadequate equipment and resources and enormous waiting lists remember this kind of nonsense is where a huge chunk of your taxes are going

    @Toby Fish: did wonder that myself. Finlay has had/has more jobs than Indeed.com. CEO of Barnardos, own PR company, senior member of Labour, columnist with the Examiner, author of several books, ironically a board member of the CRA yet his own charity were paying him above HSE rates at €120K pa and now he has been appointed to this board. Nice work if you have the connections.

    What does a board do exactly? Are they an unnecessary vestigal appendage that no longer serves a purpose in the evolutionary organisational entity that is the modern business/institution?
    Boards are often composed of people who are brilliant as individuals, but not really useful at board level. Vested commercial or political agendas, meddling micro management of junior management and their subordinates leads to an unstable top heavy leviathan that only a director with an iron will and Machiavellian interpersonal skills can handle.
    In a nutshell, are boards becoming the proverbial ‘white elephant’; another tier that convolutes the organisational logic?
    If so, what’s the alternative?

    @Bobby Moore: there is no policy of privatisation of the health service. In 2019, the HSE will receive more money than ever. Plus, they have signed off €1.7 billion for the Children’s Hospital. Doesn’t sound like privatisation to me.

    I’d like to see two ordinary folks on the board. Two civilians so to speak. One with private insurance and one with a medical card.

    Who will be appointed to the Board to start Culling Middle Management. HSE is a Pyramid type structure with the middle layers defunct, and trying to justify their existence by traveling to meetings with repetitive Agendas and no results or improvement.
    Should Harris be serious about the improvement of the HSE as a whole then he should look at the Staffing and Promotion of unqualified personnel into positions above their skills.
