Israel hits back strongly after landmark UN vote on its settlements

The vote sparked furtive Security Council debate on what else might be achieved for the Palestinians before Obama leaves office.

JORDAN HAS WELCOMED the UN Security Council resolution demanding a halt to Israeli settlements, saying the momentous vote paved a way for a two-state solution.

The 15-member council passed the resolution yesterday, despite efforts by Israel and US President-elect Donald Trump to block the text.

In a rare and momentous step, the United States instead abstained, enabling the adoption of the first UN resolution since 1979 to condemn Israel over its settlement policy. New Zealand has defended its role in tabling the motion.

Jordan’s information minister Mohammad al-Momani said today:

This historic decision expresses the consensus of the international community on the illegality of Israeli settlements and reaffirms the Palestinian people’s historic right (to live) in Jerusalem and its historic lands.

Some 430,000 Israeli settlers currently live in the West Bank and a further 200,000 Israelis live in East Jerusalem, which Palestinians see as the capital of their future state.

The resolution demands that “Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem.”

It states that Israeli settlements have “no legal validity” and are “dangerously imperilling the viability of the two-state solution”.

Momani said the resolution reinforced the historic position of Jordan – one of the few Arab states to have diplomatic ties with Israel – on the need for a two state solution.

The Middle East peace process has been comatose since a US initiative to re-launch peace talks collapsed in April 2014.

New Zealand

New Zealand said the resolution condemning Israeli settlements should have come as no surprise to the Jewish State. Israel retaliated by recalling its ambassador to Wellington.

There was applause in the UN chamber when the first resolution by the United Nations Security Council (UNSC) in more than 38 years to condemn Israel over its settlement policy was passed 14-0.

Prime Minister Benjamin Netanyahu’s spokesman Ofir Gendelman tweeted that their ambassadors to New Zealand and Senegal, who co-sponsored the resolution, were to return to Israel immediately.

“These steps are taken against countries that have tabled the draft resolution to the UNSC and have diplomatic relations with Israel,” he added.

New Zealand Foreign Minister Murray McCully said the decision should have been no surprise to Israel which knew Wellington’s position long before the UN vote.

McCully told AFP:

Israel has informed us of their decision to recall their ambassador to New Zealand for consultations.

Repercussions

The resolution could spur moves toward new terms to end the Israeli-Palestinian conflict, but it also poses dangers for the United Nations with the incoming Trump administration.

It also may harden Israel’s attitude toward concessions.

The Obama administration’s decision to abstain and allow the UN’s most powerful body to approve a long-sought resolution calling Israeli settlements “a flagrant violation under international law” was a sharp rebuke to a longstanding ally.

America’s Irish-born UN ambassador Samantha Power said:

It is because this resolution reflects the facts on the ground – and is consistent with US policy across Republican and Democratic administrations throughout the history of the state of Israel – that the United States did not veto it.

She cited a 1982 statement by then-President Ronald Reagan that the United States “will not support the use of any additional land for the purpose of settlements” – and that:

settlement activity is in no way necessary for the security of Israel.

Friday’s Security Council vote was anything but routine for Washington, however, which traditionally vetoes all resolutions related to the decades-old Israeli-Palestinian conflict on grounds that differences must be solved through negotiations.

Icy

It was the first resolution on the conflict approved during President Barack Obama’s nearly eight years in office and shone a spotlight on his icy relationship with Israeli Prime Minister Benjamin Netanyahu.

The decision followed months of intensely secret deliberations in Washington, a spate of fresh Israeli settlement announcements that sparked anger from American officials, and recent attempts by Israel to legalise thousands of homes built on privately owned Palestinian land.

After Egypt postponed a scheduled vote on the resolution on Thursday, reportedly under pressure from US President-elect Donald Trump, four new sponsors pushed it through – Malaysia, New Zealand, Venezuela and Senegal, each representing a different region, reflecting wide support for the measure.

Trump demanded that Obama veto the resolution and tweeted after the vote, “As to the UN, things will be different after January 20″ — when Trump takes office.

Consequences

For Trump to overturn the resolution, it require a new resolution with support from at least nine members in the 15-member Security Council and no veto by Russia, China, Britain or France, all of whom supported Friday’s vote.

Republicans threatened consequences.

Senator Lindsay Graham said he would “form a bipartisan coalition to suspend or significantly reduce” funding for the UN.

He added that countries receiving US aid could also be penalised for supporting the resolution. Under UN rules, failure to pay dues leads to the loss of voting privileges in the General Assembly.

Israeli-Palestinian issue

The vote on settlements sparked behind-the-scenes discussion in the usually divided Security Council on what else might be achieved on the Israeli-Palestinian issue while Obama is still in the White House.

New Zealand has been pressing for the council to consider a resolution that would set out the parameters for a settlement of the conflict, and its draft ideas remain on the table.

But Israel’s UN Ambassador Danny Danon warned the council after the vote that the resolution would not spur peace efforts. He said:

By voting ‘yes’ in favor of this resolution, you have in fact voted ‘no’. You voted ‘no’ to negotiations.
You voted ‘no’ to progress, and a chance for better lives for Israelis and Palestinians. And you voted ‘no’ to the possibility of peace.

Israeli Prime Minister Benjamin Netanyahu immediately retaliated against some of the nations that proposed Friday’s resolution.

He recalled his nation’s ambassadors to New Zealand and Senegal for consultations, cancelled a planned January visit to Israel by Senegal’s foreign minister and ended Israeli aid programs to the West African nation.

In a statement, Netanyahu’s office said:

Israel rejects this shameful anti-Israel resolution at the U.N. and will not abide by its terms.

The Israeli leader blamed Obama for failing to “protect Israel against this gang-up at the UN” and even colluding with its detractors.

He said:

Israel looks forward to working with President-elect Trump and with all our friends in Congress, Republicans and Democrats alike, to negate the harmful effects of this absurd resolution.

Chief Palestinian negotiator Saeb Erekat hailed the result as a “victory for the justice of the Palestinian cause.”

He said Trump’s choice was now between “international legitimacy” or siding with “settlers and extremists.”

Riyad Mansour, the Palestinian UN ambassador, urged the Security Council to “stand firm by this decision” and “not be cowed by negative threats or spin”.

    What’s anti Israeli about stating that Israeli settlements on internationally recognised Palestinian land are illegal ? It seems quite the plain and obvious legal position to take. The only way you could qualify it being anti Israeli would be if you believed that the land actually belonged to Israel ( which they seem to think from some sort of religious God given argument rather than actual reality).

    It’s quite baffling to see any criticism of any Israeli actions or policies being denounced as either anti semetic or anti Israeli even when these policies are illegal or apartheid like. It is deflection as a tactic to try and shame or intimidate people into not criticising Israel at all out if fear if bring labelled as such. You cannot equate legitimate criticism of Israeli policy or anti Zionism with being anti semetic or anti Israeli.

    @Andy Brown: What is the actual legal basis of the land though? No one seems to accept that the West Bank and Gaza were obtained illegally by Egypt and Jordan. They are the definition of occupied territories. Look at the history of it. Show me one other case where an invading army is allowed to keep what it took illegally? It doesn’t exist.

    At the end of a presidents time and particularly when it’s a change of party, it’s pretty typical for last minute things like this to come up. It’s done for one of a few reasons; to mess with the incoming administration or to do something that should have been done before but would have lost votes….. In this case I think it’s the later rather than just messing with trump.

    Unfortunately with Netanyahu still in power, Trump coming in January will embolden him and the rest of the pro settlement hardliners. Trump’s chosen ambassador to Israel Friedman is so emphatically pro settlement that things will go backward for any kind of sustainable two state solution.
    I think maybe Trump’s not all that interested in Israel and will give Friedman free reign. Bad news – this guy even wants to make Jerusalem the capital and any move to that is serious.

    The only reason this is happening is because of Trumps position on Israel.     I saw that poll in November but I don’t particularly care what an MSNBC article says or how democrats voted in a poll.     @Joey Westland – if you exclude California and New York, Trump won the popular vote by over 3 million. The electoral college exists to give greater voice to Middle America and smaller states, which would otherwise be ignored in an election based only on the popular vote. Democrats knew the rules beforehand and are complaining about the system because they lost.

    @Peter Gavin Obama hauled the American economy out of it’s most devastating recession in almost 100 years and led it to recovery over his two terms. Most of his policies which would aid the normal people of America were blocked by the Republicans because their wealthy business friends on Wall Street would lose too much money as a result.

    Race relations deteriorated because of the Far-Right and Trump supporters, not Obama.

    Senate

    The resolution is a positive move but it will be ignored by Israel again. They are impervious to any kind of international censure; remember, it’ a rogue State.

    All UN resolutions so far have proved worthless. The most effective way to support a just and peaceful outcome to the illegal occupation of Palestinian land is by B.D.S.

    B.D.S: Boycott. Divestment. Sanctions (check out this peaceful movement on Google). It employs similar tactics to that which brought about change in Apartheid South Africa. Peaceful non-violent protest.

    @Stephen Finn: I agree Stephen, but it is important to remember how Europe and indeed the US watched as the jewish people were exterminated and were very late to intervene, for that I can appreciate their defensiveness. I have no issue with Israel as a country (although I have issue with the British and their ill thought involvement in the establishment of Israel), my biggest issue is the way they are slowly eradicating the Palestinian people as was done onto them. I would like to see the Israelis invest in Palestine and its people after taking so much from them.

    I’m pro Israel in that I think they have a right to exist and they are the only democracy in that basket case part of the world. I don’t agree with what they are doing though with settlements. It seems to me you are classed as one or the other…can one agree and disagree with both sides?

    But the IDF are the ones on the frontline. Israel are the ones surrounded by enemies inspired by Wahabi Islam.

    And whether we realise it or not, should they ever fail, and should Iran, Hezbollah and Hamas ever succeed in their stated goal of wiping out every settler (Jew, Christian, Druze, Baha’i, or “collaborating” Muslim) from the “River (Jordan) to the Sea”, then Europe will be the next target for their undivided attention.

    But why would the UN be concerned about that when there are a ready supply of Jews to bash? After all, we have been doing it for 2,000 years.

    @Gavin Doyle: Before 1948 Muslims werent blowing up people in western cities. The Wests support for Israel has implicated us in the eyes of the Muslim world. That is not our fault but the fault of foolish politicians.

    There is hypocrisy going on though. France voted for the resolution but has also passed a draconian anti BDS law which treats boycotts of Israel as incitement to racial hatred. The May government is introducing penalties for local authorities that boycott Israel and the settlements. The US has an Office of Anti Boycott Compliance which fines companies that boycott US allies (in practice only used to protect Israel from boycotts).

    Germany may not have a colonial history in the Muslim world (at least since 1918 in Tanzania) but it has consistently blocked sanctions on Israel in the EU because of war guilt and the idea that by supporting Israel it is somehow making amends for the Holocaust. But some of Israels strongest critics, such as Noam Chomsky and Norman Finkelstein are themselves Jews. Pro BDS websites like Electronic Intifada have a lot of Jewish commentators on it as does Mondoweiss.net which is critical of Israels treatment of the Palestinians. So defending Israel from sanctions and arming them with German nuclear submarines is actually not supported by all Jews.

    The people of Syria are being bombed into oblivion by Assad, Russia and Iran, and in its myopic wisdom THIS is what the UN is focusing on?

    Ancient Coptic and Syriac Christian communities are being persecuted and wiped out across the Middle East from Egypt to Iraq (just as the Jews were in the 1950s) and whose only safe sanctuary is Israel, and THIS is what the UN is focussed on?

    Hundred of thousands of civilians are being displaced and killed by war and famine in South Sudan and the Congo and THIS is what the UN is focussed on?

    Islamic fundamentalists continue to kidnap children, attack tourists and launch suicide missions is lands stretching from Nigeria to Malaysia, and from Pakistan to Turkey, and THIS is what the UN is focussed on?

    Correct me if I am wrong, but the attacks in New York, Washington DC, Madrid, London, Bombay, Tunisia, Paris, Brussels, Istanbul, Nice and now Berlin, were not done in the name of radical Judaism. The attackers were not wearing yarmulkas. They did not wear the Star of David emblazoned on their chests.

    Israel is the one and only country in the region with complete freedom of religion, gender and sexual orientation. Christians and Muslims can worship, women can drive (not to mention hold high office), religious and ethnic minorities are represented in the Knesset and gay and lesbian citizens can hold annual pride parades. Where else is there another liberal bastion across the region that offers such freedom and diversity?

I’m sure they would much prefer to have their homes back, the security walls that divide them torn down and their exiled families returned from refugee camps. Why do apologists for Israel assume that because gay people can have pride parades or women can drive that it makes it OK to steal land and can people into the largest concentration camp in the world that is Gaza?

    There is a democracy if you exclude the Occupied Territories but inside the latter its basically a hunting ground where settlers grab everything and the IDF and Israeli courts or government rubber stamp it.

    A law is going through the Knesset right now that will legalise ALL illegal settlements. In my opinion this is one of the reasons the US allowed the resolution to go through.

    If Gaza is a concentration camp HAMAS made it so not Israel They use all the billions they get from the EU and gulf countries to attach Israel There was on average one suicide bomb per month in Jerusalem before the security wall was build

    Everyone, not least the Israelis, know that settlements in the west bank are going to continue to inflame the fragile peace there but ultimately when or if a settlement comes down the road there will be half a million plus settlers in the west bank and Israel will push for and very likely get their settlement made permanent as part of the deal and underpinned by some sort of guarantee of protection from Israel itself. Populations are not usually moved as part of peace deals and that is the way it should be because like Northern Ireland each community must learn to integrate and tolerate the other for true peace to foster. I think of greater alarm to the Israelis is the fact that the US which has stood by Israel blindly up to now has just blinked.

    The obsession of the so-called United Nations with a tiny sliver of land in the Eastern Mediterranean has never been more blatant than now. They are United on one thing all right, anti-Semitism.

    Whether it is due to a deep-seated hatred going back generations or simply as a useful scapegoat to paper over the failings and restrictions on freedoms of their own regimes, Israel has always played the role of a piñata at the UN.

    There is enough Arab oil wealth in the Gulf to provide clean water, housing, hospitals and schools for every poor Palestinian child. But the Gulf Arabs don’t want this. Saudi Arabia, that bastion of liberalism, has taken in zero refugees from the Syrian war. Instead they make their own bloody war in neighbouring Yemen.

    No. The Gulf Arabs prefer to leave the grandchildren of their brethren who fled in 1948 languishing in camps in Jordan and deny them citizenship (unlike what Israel did with the 800,000 Jews who fled the Middle East and North Africa following their persecution in the 1950s), because it serves their nefarious ends to cling to autocratic power and to ignore the Palestinians, and then use Israel as a lightning rod for dissent.

    No. They would rather build indoor ski runs and artificial palm tree islands off the coats.
