THERE WERE FEW surprises in today’s Budget announcement and it was known well in advance that it would include a provision for a childcare subsidy.
The Single Affordable Childcare Scheme, which will begin next September, will provide a universal subsidy to families with a child between the age of six months and three years.
Here’s what’s included:
Pre-school
Minister for Children and Youth Affairs Katherine Zappone also said the Budget enables the further roll-out of the Early Childhood Care and Education Scheme (ECCE)
The scheme has been expanded from this September to cover all children from age three until they start in school.
“Parents now benefit from an average of 61 weeks of free pre-school, saving an average of €4000 on their childcare costs for each eligible child,” she said.
Measures to help parents with childcare costs were hailed as a positive move towards increasing women’s participation in employment.
Orla O’Connor, director of the National Women’s Council of Ireland (NWCI) told Fora today:
The proposed package is a breakthrough for the provision of childcare in this country. This applies to women across all income groups as they are the most likely to drop out of employment when they have children.
Benefits and tax cuts
Though many parents will have been wishing for an increase in child benefit this year, this was not included in Budget 2017. There was, however, an increase of €5 per week in the one parent family payment, starting from March.
There will also be an increase in the home carer tax credit of €100. This can be claimed by couples who are married or in a civil partnership where one spouse cares for one or more child in the home.
Another measure that relates to parents is the raising of the lifetime tax-free thresholds applying to gifts and inheritances from parents to children. This is rising from €280,000 to €310,000.
Though they are not specifically directed at parents, cuts to the Universal Social Charge (USC) are likely to have the biggest impact on family incomes.
Today, Finance Minister Michael Noonan said these changes, though relatively small “will have a material impact on the disposable income of lower and middle-income earners”.
When will they cop on that if you have kids you are better off on the dole unless you are on an rte presenters salary. After tax usc childcare costs it’s just not worth the hassle. They need to make working PAY!!
Spot on claire Married with one kid and both us work. A reduce in usc is all i can see in it for the average person. About a fiver a week which will no doubt end up back with the taxman.
@Claire: There is an excellent proposal which would take a lot of the unfairness out of the current system.
Everybody gets a basic payment whether they work or not, and then you pay tax on everything you earn. The advantage is that you are always better off financially by going out to work, plus the option is there for families for one of the parents to stay at home instead of handing their salary back out in childcare. Lots of people giving up work to raise their kids, which means lots of employment opportunities for those seeking work.
It’s actually a really good proposal that should be given serious consideration. A system where you’re always better off working, with real options for working families, would be a game changer.

Another thing people don’t consider is that if you have an adult child who does the Leaving, leaves school and cannot get a job (very hard without more qualifications and without experience) they then become, in the eyes of the state, a de facto dependent of yours from age 18-26 – since they will get no or very low JSA unless you are on a very low, or no, income.
Since the government savagely cut benefits to adults aged 26 and under in recent budgets, parents have had to pick up the tab – if their benefit is cut by 100 a week, we have to pay that. A young person could have a job, pay full rate PRSI and tax for years, lose that job and not be entitled to the same SW allowance as a 27-year-old. Second class citizens. On the other hand they will be charged everything (including tax and PRSI) at full adult rate, and will have to pay everything else at full adult rate. Discrimination – plain and simple.
It is heart-breaking to see a young person desperately trying to get a job while having just 50 a week – how can you even travel around to give out CVs on that money? And today they did not even get the full 5 Euro raise that every other person on a social welfare payment got.

Soul destroying you mean, I am at home not any fault of my own but I’m a carer, you think I’d rather be doing something else ? It’s frustrating, I’m 41, really should have a degree behind me, I keep on having the recurring dream I keep losing my car apparently it’s a metaphor for my life and the amount of chances I’ve have missed. Such is life.
@Claire: The opposite is needed! They need to encourage children to be raised by parents, not by industrial child care centres. There is more to life than tax and money. Kid are better off with a parent and society are better off. They should make it attractive for at least one parent to stay at home.
Waste of time being married and a parent
I wouldn’t call being a parent a waste of time. But I know what you mean. Each working parent should have got some sort of tax credit for each child.
Yes, sorry. Being a parent is great, absolutely, plus I’m happily married. But there is absolutely nothing there in this budget to help a married couple with kids. It’s an absolute disgrace to see them topping up their own pensions with ridiculous amounts and the people of the Country going through hardship day to day.
Make childcare tax deductible. If you aren’t working then you don’t need to put your kids in crèche, if you are working then you actually get some benefit from it.

Noonans spread the benefits of this budget thinner than a student using the last of the butter on the last of the bread in the flat, something for everyone but so little it doesn’t actually make a difference to anybody.

@Kaz Kork: I think Anna was using the students as a metaphor. And In fairness I wouldn’t begrudge students going out on the rip. We all did it. We just lived off super noodles to make up the difference. Its like ALL choices in life, you have a certain amount to spend and you offset one thing for another.
Its hard enough to stomach having a higher tax cut from our family income because I am a primary carer at home compared to a 2 income family (Tax Individualisation), but now there’s tax payers contributions being used to subsidise and champion one form of childcare which makes an absolute joke of every family who has given up an income in order to raise their kids at home. Sacrifices and careful budgets are the only way families like mine can manage. No tax payer giving us rent allowance, no social welfare benefits either, we have to pay for the Doctor and the dentist, back to school costs etc etc out of our heavily taxed and very carefully stretched income. 100 extra tax credits a year will that get me a litre of milk a week? Theres virtually nosupport for traditional at home parenting, in fact its actively punished and today it just got worse.
Raising ones own children at home is not merely the scourge of the disadvantaged or the luxury of the wealthy, but it seems our Minister for Children just can’t SEE our families in her vision for Childcare.

Grandparents look after a lot of their grandkids as the parents can’t afford creche fees due to high cost of living and taxes. This has no effect on them.
RBB made a good point today in the Dail. The capacity simply isn’t there in registered childcare facilities. We also have the second ECCE year now which is going to cause a serious bottleneck at the preschool end and will have a knock on effect for younger children as a result (the owner of my daughters creches words, not mine)
